In November 2017, the State Post Bureau, the National Development and Reform Commission, the Ministry of Science and Technology and other departments jointly issued the “Guidelines on promoting green packaging work in the Express delivery industry” to increase the supply of green express delivery services and products, improve the efficiency of packaging resources in the express delivery industry, reduce packaging consumption and reduce environmental pollution. 

By 2020, the proportion of green packaging materials that are biodegradable will rise to 50 percent.  Usage rate of electronic waybill of main express brand agreement customer reaches 90% above, average every express package consumes material reduces 10% above, promotion uses the equipment such as transfer box, cage car, use amount of weave bag and tape to reduce further, basic establishment express industry packs management system.

As the government, enterprises and individuals pay more and more attention to environmental protection, green packaging and environmental protection packaging have gradually become the best opportunity for packaging and printing enterprises to achieve differentiated competition and sustainable development.  Take the most concerned environmental express packaging as an example, in order to solve the problem of packaging pollution, the major e-commerce and express companies are now testing green packaging.  

At present, postal enterprises have completed the distribution of green packaging boxes in 30 provinces, and biodegradable packaging bags are on trial in Beijing and Henan.  Cainiao network, SF also in the research and development of the use of bio-based materials packaging bags, no tape cartons;  Jd.com is promoting biodegradable bags in its fresh business;  Best Express is experimenting with environment-friendly bags in Jiangsu, Zhejiang and Anhui provinces, accounting for 30 percent of its plastic bag consumption.  Zto Express cooperated with a third party to produce oxidized and microbial double degradation of green packaging bags;  Sto Express plans to put into use envelopes for environmental documents that can be recycled 50 to 60 times, and is working with tsinghua University’s department of chemical Engineering to develop biodegradable plastic bags.  

In 2021, the national policy level will pay more attention to green packaging, and the application proportion of biodegradable green packaging materials will be further increased. It is expected that the paper packaging industry will enter a new development environment and implement the “green packaging” plan with the national policy.
